  7.  Hereafter proposed protocols shall be submitted in the form of
  8. on-line documents, preferably as nls files at the Network
  9. Information Center. This will greatly facilitate the review
  10. process and enable editorial and substantive changes to proceed
  11. quickly. This also will permit timely updating of protocol
  12. documents as may be neccessitated by future decisions. On-line
  13. documents are also easily distributed to the network community.
  14. If you find great difficulty in complying with this request
  15. please contact me.

  18. It should be noted by all Telnet protocol readers and especially
  19. implementers that all the existing Telnet Options that involve
  20. subnegotiation are modified [see RFC 562] to terminate the
  21. subnegotiation strings with IAC SE. The value of SE is 240. Also
  22. note that within subnegotiations the occurance of a byte with the
  23. value 255 [IAC] requires doubling that byte on transmission.
